On May 11, 2009 the UNITAR Hiroshima Office and its partners in Hiroshima, Kabul and around the world launched the second five-year phase of the Hiroshima Fellowship for Afghanistan.

The Fellowship aims at developing capacity and enhancing leadership, management and professional skills of a core group of government officials, academics and practitioners from Afghanistan.

Sharing Hiroshima's lessons in post-conflict reconstruction, the Fellowship addresses key themes such as organization development and change; project design and management; and human resource development/management.


The eight-month-long 2009 Cycle included workshop sessions in Kabul, Singapore and Hiroshima itself. Fellows were also be connected to a mentors' network worldwide by audio and video conferencing.


Assistance in the application stage was generously given by UNITAR's partner, the Afghan Civil Service Commission (CSC) as well as by the Afghan Consultancy, Training and Research Association (ACTRA), the Kabul-based organisation of UNITAR Hiroshima Fellowship alumni.

Candidates sit examinations:

Some 130 candidates for the UNITAR Hiroshima Fellowship for Afghanistan 2009 cycle attended the Independent Administrative Reform and Civil Service Commission (CSC) examination. As a key partner of this programme, the CSC provided the location, prepared the examination itself and subsequently made proposals regarding qualified candidates.

Launch of the Coaching for Coaches Module:

The lead Resource Person for this first Module was Michael Fors, Director of Strategy, Analytics and Operations for the new Premium Mobile Experiences Division at Microsoft Corporation.
